Applicants must:
- Be a female;
- Be at least 24 years of age;
-Currently reside in Winnebago County;
- Have a high school diploma or equivalent; and
-Demonstrate financial need.

Work experience, community service, educational and professional goals, and the ability to overcome obstacles will be considered in the selection process.
